InterCom Layer

I've modified the InterCom Layer (developed ZTT) so that the core is in a library, which one can link a CommandCoder against.

I've also taken out the 3rd party tools, as they can be obtained more easily from other places. See for example Boost and Ace.

Patches have been sent back to ZTT.

PATCH Patch to ZTT sources. Note, if you apply this patch, you should also remove the binary files in the ZTT distribution, and the Oracle headers.
